Partial Birth Abortion


Democrat Representative Joan Cash has definitely not represented the values of her constituents in Jonesboro in her two legislative sessions in office.  In 2009, 30 of the 35 Arkansas Senators and 84 of the 100 Arkansas representatives went on record and voted for the Partial-Birth Abortion Ban Act of 2009 HB113 of 2009. Joan Cash was NOT among that number voting for the bill. Cash did not even vote against  partial birth abortion.


Illegal Immigration


Neither has Cash represented her constituents on the illegal alien immigration issue.  In 2007 she voted AGAINST HB 2779 that would make it unlawful to “knowingly perform an overt act” designed to conceal, harbor, or shelter from detection an illegal alien.  The language was not even as strict as existing federal law.  Sixty-three House members did vote for it.   Cash's vote reflected the ACLU view who opposed the bill rather than that of her constituents. 


Then in 2010 Cash refused to sign the petition to deny certain benefits to persons unlawfully present in the United States (we have an email to that effect) that 65,000 citizens in Arkansas signed.  Those actions certainly don't represent the values expressed in a July 6, 2010 KAITV in Jonesboro poll where 94% of the people voting said they did support the petition nor other polls where 72% of Arkansans favor an Arizona-like law.  1


Joan Cash Received 2nd Highest Score by Liberal Organization 


Cash tied for the 2nd most liberal legislator in the House of Representatives, receiving a 92.9% by the liberal Arkansas Citizens First Congress.  The highest score was 94% for Kathy Webb, the first ever openly lesbian in the Arkansas legislature.  The lowest score (thus the most conservative score) was 33.8%.  Cash was also named and pictured as one of the organization's top nine priority sponsors of bills in the Arkansas legislature this liberal organization supported and for taking leadership on issues for the public interest. 2


Following are five of the top ten priorities as listed by this liberal organization on whose website Joan Cash is honored and given this 91.9% score.

- Enact the recommendations of the Global Warming Commission.
- Enact the recommendations of the HIV/AIDS Task Force.
- Progressive tax reform
- Create an Arkansas Civil Rights Commission.
- Enact the Dream Act to make sure every student graduating from an Arkansas school has the opportunity to pay in-state college tuition.  [Note how they sanitize their goals. Every student means illegal aliens.]

Joan Cash Is Member of Governor Beebe's Global Warming Commission


Joan Cash was also appointed by Governor Beebe as one of the 21 member Board on the Governor's Global Warming Commission (GGWC) implemented by HB2460. She is the only legislator Beebe appointed to the Commission other than naming Representative Kathy Webb as Co-Chair.  The bill implementing the Commission was sponsored by the most liberal, first ever openly gay legislator in Arkansas, Kathy Webb, who also Co-Chairs the Commission. 4  The Governor's Commission has recommended 54 specific policies to reduce greenhouse gas emissions and address climate-energy and commerce related issues in Arkansas.  Just 29 of the recommendations would cost Arkansas $3.7 BILLION, and critics say that amount is far, far lower than the real costs. 6  To put that in perspective, Arkansas’ total state budget is $4.4 billion in 2010.  And the citizens will be laden with tremendous utility costs, etc. as well. 7  


These recommendations are in alignment with Al Gore's policies, the Clinton Climate Initiative and the Cap and Trade Bill that passed the US House in 2009 but was so controversial that it did not get through the Senate.  These recommendations are very deceptive, using old words with new meanings and lies just like liberals have done with the health care bill.  So while we are having our TEA parties and opposing Cap and Trade and slowing it down at the national level, liberals at the state level are implementing the programs faster than we could imagine without our even knowing it and with our Republican state legislators voting for it because they don't know the terminology. And Joan Cash is one of the main players in this endeavor.

Wins Accolades by Liberal Organization


The Global Warming Commission led to eleven laws that were passed in 2009.  Joan Cash sponsored one of those bills and applauded the passing of all of them. The liberal organization mentioned above also applauded them and worked to get them passed.   On the above liberal website, there is a picture of Joan Cash with this caption:  8


There was standing room only at the press conference where Rep. Joan Cash spoke in support of the Citizens First Congress Energy Efficiency Package of bills that save consumer money, help the environment and create jobs. 


Of course, the words efficiency, saving money and creating jobs is the way the liberals are marketing this energy rationing program.  (When greenhouse gas emissions are reduced [also called pollutants] you reduce energy output. When alternative fuel is used to reduce greenhouse gas emissions, the cost of energy increases exponentially.  In that regard Obama himself said, "Under my plan of a cap and trade system, electricity rates would necessarily skyrocket. (ellipsis) Because I'm capping [rationing] greenhouse gases, coal power plants, you know, natural gas, you name it."  Then Joan Cash and Governor Beebe and other liberals have the gall to say their energy plans would save consumers money.   9


"States that already have renewable electricity mandates of some kind have electricity prices that are 40 percent higher than those that do not, Dan Simmons, IER’s director of state affairs noted in a recent conference call."  10   "On September 25, 2008 the Arkansas Governor's Commission on Global Warming adopted a recommendation that no new coal plants be built in the state until carbon sequestration technology is ready.  One such electricity producing coal plant has already been blocked in Arkansas. 11 A vote was taken on these recommendations of the Commission and a majority of them received a unanimous vote.  So Joan Cash did vote for these things.  


The Governor's Commission on Global Warming recommends reducing greenhouse gases statewide "below 2000 levels by 20% by 2020, 35% by 2025, and 50%by 2035."  That standard is higher than the national standard but not as high as the United Nations is recommending. .  How can they possibly do that without drastically reducing the number of cars?  That's why the liberals are pushing for a carless society.  (See these two links for articles on articles on cars:  "Leftists Push Society Without Cars" and "AR Brummett Says Amen To A World Without Cars."  12


Cash's Global Warming Dream Car Legislation


The Carless Society issue leads to the HB 1902 of 2009 that Joan Cash sponsored and got passed.  Without the background of the above articles, her bill would not be that significant or ominous. Keep in mind that Sustainable Development proponents speak of three stages - the present state, the transition state, and the future state. 13 The title of her bill is, "An Act to Authorize Electric Autocycles To Be Licensed And Registered As Motorcyles; To Provide Standards for Autocycles.  The purpose of the bill is "to allow the registration and licensing of autocycles as an environmentally friendly option for Arkansans to provide an affordable transportation option that will reduce our dependency on foreign oil;" and to "Provide economic stimulus to the emerging industry of autocyles." 


Among the standards listed in the description of an autocyle in Cash's bill, is the following: "Seating for at least one person but not more than four persons; a fully-enclosed metal or metal-reinforced cab with glass and mirrors" and complies with codes regarding safety glass and mirrors.  See footnote 14 for pictures of

Cost of Global Warming Commission Initiatives


Back to the cost of the recommendations of the Global Warming Commission.  So on top of the $3.4 BILLION for the state to implement just some of the Global Warming Commission's recommendations (remember the entire annual budget for Arkansas is $4.4 BILLION), every  individual will not only be paying for implementing these recommendations that come from the United Nations but will also be paying for higher energy costs.  The costs of manufacturing, warehousing, transportation, and food will all rise.  It will be a tax on everyone   And who is going to pay for the green jobs they say will be created?  You, the taxpayer, of course.


Even Senator Lincoln opposed the US Energy standards (and so did Mike Ross).  Lincoln stated in an email on Sept 1, 2009. As you may know, the House of Representatives recently passed the American Clean Energy and Security Act of 2009 (H.R. 2454). Among other provisions, H.R. 2454 includes a cap and trade proposal to limit greenhouse gas emissions. While I believe preserving our environment for the benefit of future generations should be a priority, I cannot support the House-passed climate change legislation because of the burdens I believe it would place on consumers and businesses.  So could you say Joan Cash is more liberal than even Senator Lincoln who polls only 35% to Boozman's 60%?


Global Warming Commission's Totally False Statement


The Global Warming Commission, including Joan Cash,  also makes the following totally false statement.

"All panels of scientists who have reviewed the science of climate change have concluded that there is a 90 to 95% probability that human activities have increased amounts of important GHGs (primarily CO2, CH4, N2O, and fluorocarbons) in the atmosphere to levels not seen in all of prior human experience, and likely not seen for 3 million years. 15 


The real truth is that 31,487 American scientists, 9,029 with PhD's have signed a petition with their names on the web basically saying global warming is a farce. 16

And the real truth is "[t]hat man-made global warming is a mere hypothesis that has been inflated by both exaggeration and downright malfeasance, fueled by the awarding of fat grants and salaries to any scientist who'll produce the 'right' results."17


Joan Cash is dangerous because she has allowed herself to be used by the most leftists liberals in the state and nation to promote their agenda.
