Tell Congress Not To Vote For McConnell Plan or the Gang of Six Plan

The H.R. 2560: Cut, Cap, and Balance Act of 2011 passed the House July 19 with 234 (54%) to 190 (44%) with eight Not Voting.  All three Arkansas Republican Representatives (Rick Crawford, Tim Griffin, Steve Womack) voted for it.  Our Democrat Representative  (Mike Ross) voted against it.  Voting record by state can be found at this link: http://www.govtrack.us/congress/vote.xpd?vote=h2011-606  It has not been voted on in the Senate yet. Most political pundits don't think it has a chance of passing in the Senate. You can find out all you would want to know on this bill by going to this link: www.cutcapbalance.com Following is a brief description of it: "H.R. 2560, The Cut, Cap, and Balance Act, is based on the framework first proposed by the Republican Study Committee in June 2011. The bill makes cuts $111 billion in FY 2012, places firm caps on future spending, and – contingent upon House and Senate passage of a Balanced Budget Amendment – grants President Obama’s request for a debt limit increase."

Two presidential candidates did not vote for the Cut, Cap, and Balance bill in the House:  Michelle Bachman and Ron Paul.  I understand their vote.  They wanted no increase in debt ceiling, and Bachman had said on TV several times she would not vote for an increase in the debt ceiling.  I felt this was an intermediate step the Republicans needed to take but hope they will stick to the condition (contingent upon House and Senate passage of a Balanced Budget Amendment) and refuse to raise the debt ceiling on any other condition.

I hope you will use the contact information below and tell ALL our Arkansas House members to NOT vote for the McConnell plan and Vote NO to any plan by the Gang of Six.  Following is the description of the McConnell plan by the Democrat Gazette:  "McConnell’s plan would let the president raise the limit in three stages unless Congress disapproves by a two-thirds majority, and Obama would also be required to propose offsetting spending cuts. The spending reductions would be advisory, and the debt ceiling increase would occur regardless of whether lawmakers enact the cuts, McConnell said.  Don Stewart, a spokesman for McConnell, said the plan would allow Obama to raise the debt limit while putting the onus on him and congressional Democrats to cut spending.  At the same time, Republicans wouldn’t have to agree to tax increases. The proposal would force Democrats to cast multiple votes to raise the debt ceiling before the next election while giving Republicans the chance to vote against it without risking a default."

Another article: "Mixed reaction to 'Gang of 6' budget plan" Reid has lined up behind a controversial McConnell plan to allow Obama to order up as much as $2.5 trillion in new debt without approval by Congress, which could only block the administration from issuing new debt if Congress disapproves by a veto-proof two-thirds margin in both House and Senate .In exchange, Reid wants to attach to the McConnell plan a requirement for a bipartisan panel of 12 lawmakers to negotiate on a compromise that could come up for a vote later this year.

"Obama Backs 'Gang Of Six' Plan That Includes Medicare, Social Security Cuts" The Wall Street Journal: Obama Backs Latest BargainPresident Barack Obama, in a last-ditch bid for a bipartisan "grand bargain" on the budget, threw his weight Tuesday behind a $3.7 trillion deficit-reduction plan unveiled by six Republican and Democratic senators...The developments come against a backdrop of a dramatic shift in public attitudes toward the debt ceiling. The senators backing the new proposal say 74 percent of the deficit reduction would come from spending cuts and 26 percent from new taxes. It would impose spending cuts and caps, and make changes in Social Security to make the program solvent over 75 years.

 

 The proposal, crafted by a bipartisan group of senators known as the "Gang of Six," calls for $500 billion in immediate savings and requires lawmakers in the coming months to cut agency spending, overhaul Social Security and Medicare, and rewrite the tax code to generate more than $1 trillion in fresh revenue, according to the Washington Post. [No one knows what will be in the plan yet.  Obama would not agree to it if he did not know he could use it for his advantage.]
